THIS TUTORIAL GOES WITH THE "FREE TO TRY" PAPER AND PAPER TEAR OVERLAY.    Make sure you go download the sample to follow along with the tutorial.

I am using Adobe Photoshop Elements 2.0 here.  (Just a note, it is very similar to PSCS.)

1) Open both files from the downloaded zip file (one is a 3" background paper and one is a 3" tear).

Open the Layer Palette if your's isn't showing already - see next two screen clips.  Open the Layer Palette by clicking and dragging it out of the dock:

Now insert the paper tear overlay over the paper as shown in the next image.  Click on Layer 0 and hold and drag it to your paper.  You will see a little hand and dashed rectangle over the paper.  Let go of the mouse.

As shown in the Layer Palette now the paper is "Background" and the paper tear overlay is "Layer 1."

Close the paper tear overlay file by clicking the "x" on that window:

Make sure you are on the tear overlay layer (shown as "Layer 1" in the above screen shot and highlighted in dark blue) and move the tear overlay where you want it (use the move icon).  I noticed when I moved it there was a slight snap to the top of the paper so it is extending the full length of the paper, top to bottom.

2) Use the SELECTION tool = MAGIC WAND and click off the tear, on the NON-shadowed side of the tear.  (example magic wand settings: Tolerance=0,  Anti-Alias, Continuous)

This is what you will see after clicking the magic wand on the non-shadow side, a mask outlining the paper you want to keep.  If you don't, make sure your magic wand settings were correct (i.e. "continuous" setting is very important) and that the paper tear overlay extended the full height of the paper, top to bottom.
